...
1.2 Background
The GWEF conducts test and evaluation of guided munitions and infrared countermeasure systems using a wide range of HITL technologies including state-of-the-art IRSPs and flight motion simulators. The GWEF uses IRSPs throughout the facility to support various test programs. In the simulator, the IRSP projects realistic infrared (IR) imagery to the unit under test during simulated flight engagements. The IRSPs are optimized to operate at room temperature and are liquid cooled. The existing GWEF IRSPs are the Honeywell-legacy units and the OASIS 512 resistor arrays, model number 310-002-944, and are mounted on flight motion simulators (FMS).

1.3 Legacy and HOT ICE Resistor Arrays
To meet requirements for higher apparent temperatures/radiant output, the science and technology (S&T) community funded research into new designs and materials for hotter resistor arrays. The basic research was conducted under the successful Ultra-High Temperature (UHT) Array Small Business Innovative Research program. A follow-on effort, High Dynamic Range Array (HDRA), was initiated in 2017 to mature the UHT technology to Technology Readiness Level 6.

Part of the HDRA program is demonstration of a High Temperature Infrared Cryogenic Emitter (HOT ICE) array. This design uses the legacy Read-In Integrated Circuit (RIIC) from the OASIS array combined with the UHT pixel technology to achieve a significant improvement in apparent temperature/radiant output. The HOT ICE array demonstration was performed in April 2020 and the Santa Barbara Infrared 310-002-944 IR Scene Projectors, contract FA2487-16-C0299, is expected to finish August 2022 and includes the following relevant to this SOW:
1. Production of HOT ICE arrays on 4” process
2. Modification of Array Interface Electronics to support HOT ICE
3. Santa Barbara Tile Drive Electronics to support HOT ICE
4. PACE4 Windows 10 to operate Standard OASIS 512 and HOT ICE
...

...
The IARPA SMART ePANTS program aims to develop sensor systems that can record and store audio, video and location data. For maximum comfort and dexterity of the user, additional program objectives include sensor integration into clothing, where the garment maintains similar stretchability, bendability, surface roughness and washability attributes to a comparable garment containing no sensor. SMART ePANTS sensor systems must also be safely worn against the skin, be reusable, and be capable of exporting the data they gather to an external data storage device (such as a computer hard drive). Sensor systems will be entirely incorporated into garment components, especially fibers, yarn and fabric, but may include (to a limited extent) expected commercial (i.e., currently available for sale) garment accessories such as buttons, grommets, zippers, piping or collar stays.
