Un análisis extenso de abril de 2012 de la elección del Rafale en el MMRCA indio, de un centro de estudios sobre defensa del Sur de Asia. Considera totalmente erróneo haber escogido el Rafale. ¿Porqué? Lo he puesto todo en el tema del Eurofighter, centrándome sólo en ventajas técnicas, que luego habla de políticas, de retornos, etc.

the alleged incident happened in February 2011.

:arrow: Respecto al LCA y a día de hoy, se han volado 1.845 vuelos con 12 aviones (sólo uno es biplaza), y se ha limpiado la envolvente hasta 6Gs y M1,6/15km. La propia IAF judgó que se quedaba corto en algunos aspectos y por eso ordenó los Mk2, como sabemos con el motor GE F414. La versión naval se espera operativa en 2.017. Hay pedidas 40 unidades.

:arrow: Turno del IJT, que es un entrenador avanzado a reacción. Aquí las cosas están aún más verdes, después del accidente del año pasado. Se ha cambiado el motor francés por uno ruso y se han pedido 16 unidades.

:arrow: Respecto al Saras (utilitario de 14 plazas), se cambiaron los motores originales de 850shp por otros de 1.200shp ya que no daba las prestaciones esperadas. Después de otro accidente se esperan reanudar los vuelos a finales de año. La intención es comprar inicialmente 15 unidades.

:arrow: NM-5. Este es un pequeño avión de 5 plazas que empezó las pruebas de vuelo el año pasado. En este caso parece que las cosas marchan bien.

:arrow: Dhruv (helicóptero avanzado ligero). El proyecto comenzó a principios de los '80, volando por primera vez en el '92. Las entregas comenzaron 10 años después y se han entregado más o menos 100 unidades. Parece que la armada india preguntó por una versión armada. De nuevo, tras escoger inicialmente motores franceses, el aparato no daba la talla y por ello se desarrolló un motor en colaboración con Turbomeca, entregando 400shp más. Hay pedidos otros 160 más.

:arrow: Vamos ahora con el LCH. Está diseñado compartiendo rotores y motores con el Dhruv. Voló por primera vez en 2.010 y el segundo prototipo un año después. Las entregas se prevén para 2.014, una vez que se concluya el desarrollo. Contará con visor en el casco, suite de guerra electrónica, data-link, FLIR y CCD con un telémetro láser.

:arrow: Y por último el Kaveri turbo. El programa original nació en el '89, pero como todos sabemos tampoco cubrió las espectativas. La versión que se está desarrollando en conjunción con los franceses se espera que de 9,5kN. Eso sí, veremos cuando ve la luz...

Es curioso, pero prácticamente todos sus proyectos se diseñaron cortos de potencia y tuvieron que ser remotorizados. Y es que en el tema motor, la industria india todavía está verde.

Wait of Indian Air Force for an early decision on finalising the contract to procure the much-awaited Medium Multi-Role Combat Aircraft (MMRCA) just grew longer. The Government has decided to take a re-look at the entire process that declared French Dassault Aviation as the lowest bidder in the multi-billion dollar contract.

Barely weeks after independent monitors submitted a report that the IAF/Government followed the procedure in identifying French ‘Rafale’ as L1 (lowest bidder), the Ministry of Defence decided that the entire process would be looked afresh after the Contract Negotiation Committee (CNC) completes its task.

Sources in the Government told The Tribune that after perusing the report of the three independent monitors appointed by the Central Vigilance Commission, it was decided that once the CNC finalises its recommendation, the Defence Finance will have to go through the process once again with a fine comb before it moves ahead.

The development assumes significance since two officials associated with the CNC had differed with the procedure through which ‘Rafale’ was determined as the lowest bidder as against the offer by ‘Eurofighter’ manufactured by European consortium Cassidian.

Doubts over the process were also flagged by Telugu Desam Party MP MV Mysura Reddy. The MP wrote a letter to the Defence Minister who has also received anonymous letters pointing out to certain “loop-holes” in the various processes followed by the IAF and the Ministry.

Besides insisting that the deal should be fair and transparent, as a matter of extreme caution, Defence Minister Antony outlined an eight-stage mechanism through which the deal will have to go through, including vetting by the CVC, before it finally reaches the Cabinet Committee on Security for assent. This re-look is an additional layer.

The minister has made it known the top military brass and also foreign vendors that he would not hesitate to cancel any defence deal at any stage if the Government detects the process has been vitiated. Sources in the ministry said in case the L1 is found not to be in order, the entire deal would have to be scrapped.

India’s hunt for acquisition of 126 medium multi-role combat aircraft (MMRCA) is coming to a close with the defence ministry giving the green signal to the evaluation process that led to selection of the French Rafale fighter. The plane was chosen as it was the lowest bidder on the basis of its lifecycle cost and technology transfer. The total deal is worth $20 billion (Rs 1.12 lakh crore) with options for further purchases.

Replying to a letter written on February 27, 2012 by TDP Rajya Sabha member MV Mysura Reddy alleging manipulation of the MMRCA evaluation process, defence minister AK Antony said: "The issues raised by you were examined by independent monitors who have concluded that the approach and methodology adopted by the Contract Negotiations Committee (CNC) in the evaluation of the commercial proposals thus far, have been reasonable and appropriate and within the terms of the Request for Proposals (RFR) and Defence Procurement Procedure, 2006."

The Indian Air Force on January 31 had declared Rafale as the preferred bidder, overriding the claims of the multi-nation Eurofighter. According to negotiations, 18 Rafale fighters will arrive in India from mid-2015, with another 108 to be built in India under collaboration.

As reported in the Hindustan Times, Reddy had written to Antony stating: "The alleged manipulation of the evaluation process in picking the (Rafale), which resulted in the decision to procure 126 MMRCA has raised serious apprehensions not only across the country but also worldwide. If a proper decision is not taken, the country's credibility will be at stake."

Two days later, Antony ordered an inquiry into all the points raised by Reddy.

Talking to HT after receiving Antony's final response on Monday evening in Hyderabad, Reddy said he was not satisfied with the reply. "I will wait for the report after the defence ministry has examined the finalised CNC recommendations as promised by the defence minister," he said.

La firma de la India por el Rafale no se dará hasta dentro de como poco 9 meses.
La noticia especifica cantidad de monoplazas y biplazas: los 18 primeros se supone que serán biplazas y de los 108 restantes, 74 monoplazas y 34 biplazas:

Las cifras son más o menos unos $30.000 millones de costes de adquisición, a los cuales hay que sumar $5.500 que serán para el desarrollo (Rusia pone otro tanto) por 214 unidades. En 2.014 se recibirá la primera unidad de pruebas, en 2.017 la segunda y en 2.019 la tercera (hace pensar que lo van a desarrollar sobre la marcha, y que se esperan cambios y correcciones importantes). Para 2.022 se espera su entrada en servicio.

Con la calculadora en la mano, incluyendo los costes de desarrollo, salen $165,9 millones por unidad (sin ellos unos $140 millones). Por comparar, su primo ruso pretende un precio de venta de $100 millones, aunque todo esto son objetivos y especulaciones. El tiempo dirá...

Ahora en serio: ¿11.000 millones de dólares para el desarrollo (5.500 india y otro tanto Rusia) cuando se basará fuertemente en otro caza ya en desarrollo, como es el T-50 PAK FA? Me parece mucho, ¿no?

Como dato curioso, el artículo dice que actualmente sólo tienen 9 Harriers operativos en el INS Viraat, que probablemente se dará de baja en 2014, un año después de la entrada en servicio del Vikramaditya.

Por cierto, el consorcio Eurofighter sigue viendo aquí una oportunidad de negocio con su versión embarcada...

A top Russian arms trade official suggested that India may cancel the results of its tender for the purchase of 126 medium multi-role combat aircraft (MMRCA).

“I wouldn’t say that the MMRCA tender is a closed issue. We have information that the tender is still up in the air,” said Vyacheskav Dzirkaln, Deputy Director of Russia’s Federal Service for Military Technical Cooperation.

The French Rafale aircraft won the MMRCA tender, whereas Russia’s MiG-35 did not even make it to the shortlist, which also included the European Eurofighter.

Mr. Dzirkaln told the Interfax-AVN news wire on Tuesday that neither the Indian nor the French side were happy with the financial terms of the deal and the extent of technology transfer.

“The sides have so far failed to reach agreement on these issues,” the Russian official claimed.

He did not rule out that India may refloat the tender.

“In the tender is floated again, we would be prepared to take part, taking into account the lessons we have learnt,” Interfax quoted Mr. Dzirkaln as saying.

The Russian official said the Indo-Russian defence cooperation had “enormous” potential.

“India is Russia’s Number One defence partner. It accounts for more than a third of the total volume of our military-technical cooperation with foreign countries,” he said.

Russia’s defence sales topped $13 billion last year.

“The potential [of Indo-Russian defence cooperation] is enormous and prospects for growth are very impressive,” Mr. Dzirkaln said.

He spoke hours after the news came that the U.S. Apache Longbow had beaten Russia’s Mi-28 in the $1.4-billion Indian tender for the purchase of 22 heavy-duty attack helicopters.

Mr. Dzirkaln said Russia was prioritising technology transfer and license production of high-tech defence systems in its defence cooperation with India. He revealed that a contract for the supply to India of additional 42 long-range multirole Su-30MKI fighters to India will be signed in the next few months.

“The contract is ready and practically finalised with the Indian side. It is currently undergoing procedures within the Indian Defence Ministry. We hope that it will be signed before the end of the year,” Mr. Dzirkaln said.
