Government's $20 billion Rafale deal may be delayed
India's planned deal to buy 126 fighter-jets from Dassault could be delayed as the two sides struggle to reach an agreement over the role of state-run Hindustan Aeronautics Ltd (HAL), a defence ministry source said.[...]

"Dassault says HAL does not have the capacity and capability to assemble the aircraft," said the source, who declined to be identified because he is not authorised to speak to the media.[...]

Defence ministry officials on Monday made it clear that French firm Dassault Aviation could not back out of the conditions specified in the original tender or RFP (request for proposal) since they were "binding" on it.

Differences over possible penalty delay Rafale signing

The signing of the $18 billion Rafale aircraft deal is getting delayed primarily because of differences over liquidated damage, commonly called LD in procurement parlance. LD is a compensation paid to the buyer by the seller in case the buyer has any grievances. The MoD and French fighter aircraft maker Dassault Aviation are discussing the terms and conditions of the 126 medium multi-role combat aircraft (MMRCA) for the Indian Air Force (IAF).

HAL is also said to be unhappy about Dassault choosing Reliance-Defence to buy some small accessories for the aircraft. HAL has always wanted to be the partner in the entire programme. Sources say that all this can delay signing the deal even until next year. Once the Lok Sabha elections are announced, no deal can be signed for six months.

Elles conserveront par ailleurs un nombre d’aéronefs suffisants, en prolongeant des avions plus anciens mais de haut niveau et spécialisés, notamment pour remplir les missions de protection du territoire ou de gestion de crise. La préparation opérationnelle sera différenciée, un effort particulier étant réalisé pour disposer d’un premier cercle de forces employables avec un très haut niveau de réactivité dans tout le spectre des opérations. Cette démarche sera soutenue en amont par une rénovation de la formation des pilotes de chasse. S’appuyant sur un centre de commandement et de conduite permanent et interopérable avec nos Alliés, les forces aériennes comprendront notamment 225 avions de chasse (air et marine), ainsi qu’une cinquantaine d’avions de transport tactique, 7 avions de détection et de surveillance aérienne, 12 avions ravitailleurs multirôles, 12 drones de surveillance de théâtre, des avions légers de surveillance et de reconnaissance et 8 systèmes sol-air de moyenne portée.
