Tejas Mk1 can attain angles of attack (AoA) of up to 22°. It features a revamped avionics and weapons system, with a fully integrated helmet mounted display sight (HMDS). An R-73E missile firing was also successfully demonstrated using the HMDS. The Tejas Mk1 can now fly without any telemetry support and a claimed radius of action up to 500km (310 miles) with a ferry range of 1,750 km (using 800/1,200 litre drop tanks).

The Indian air force, however, expects that only the Tejas Mk2 will meet the requirements envisioned in the air staff requirements set in 1985.
The two primary design drivers already identified by us are the critical GE F-414 engine integration for enhanced thrust, along with perhaps a better intake design and improved maintainability of the platform. The Tejas Mk2 will also have improved helmet mounted interface functionality, a more efficient avionics system architecture, newer weapons, an upgraded electronic warfare suite and a retractable refuelling probe. The preliminary design review for the Mk2 is due to be completed in February next year and the first GE F-414 engines are to arrive in India by 2015.

HAL will build the first 20 to IOC standard (to be upgraded later to FOC standard) and the last batch will be to FOC standard. HAL is to deliver the first series production Tejas Mk1 (SP1) by March 2014. Production is planned at eight aircraft a year, to be increased to 16 a year, some years from now. The Indian air force has planned for four squadrons (80 aircraft) of the Mk2 variant, although no orders have been placed so far.

India cancels €560m AgustaWestland helicopter order

India has cancelled a €560m [$770m] contract to buy high-end helicopters from AgustaWestland, a subsidiary of Finmeccanica, in move that underlines the unpredictability of one of the world’s biggest defence markets.
Sitanshu Kar, a ministry spokesman, said the agreement had been “terminated with immediate effect” because of “integrity-related issues” in a contract that had been dogged by allegations of corruption.

India ha estado interesada en comprar este tipo de aeronaves desde el año 2011, aunque habrá que esperar hasta el mes de marzo para que se vuelvan a abrir las negociaciones con Tokyo. Una de las cuestiones que todavía queda por aclarar es el lugar en el que se ensamblarán las aeronaves, lo que interesa especialmente a India por los beneficios que la transferencia de tecnología reportaría a su industria. Japón entregaría las dos primeras unidades y el resto se producirían en India.

Nothing would perhaps describe the grave situation better than the overwhelming share of committed liability (arising out of contracts already signed) in the MoD’s total modernisation budget. By 2013-14, the committed liability has reached 96 per cent (in comparison to 92 per cent in the preceding year), meaning that only four per cent (or Rs 2,956 crore) of MoD’s total capital modernisation budget (of Rs 70,489 crore) is available for signing new contracts. Any further tightening on the modernisation budget in the coming financial year would definitely affect the on-going modernisation process.

Given this scenario, the year 2014-15 may well be a year of inaction, as far as modernisation of the Indian armed forces is concerned. Some of the modernisation programmes which are likely to be subjected to this inaction are: the ultra-light howitzers and javelin programmes of the Indian Army; and the medium multi-role combat aircraft (MMRCA), heavy lift and attack helicopters, and tanker aircraft of the Indian air force.

While the subdued growth prospect of the Indian economy in the coming years would limit the spending capacity of the government of the day, it would, at the same time, have a major consequence on the defence. It is to be noted that current phase defence modernisation, which is an offshoot of the armed forces’ long term integrated perspective plan (LTIPP) 2012-27 and the Five Year Capital Acquisition Plan, is premised on a high economic growth rate (7-8 per cent annually) and a larger share (around three per cent) of the GDP on defence. Compared to this optimism, the economy forecast is rather gloomy and, the share of defence in GDP is not expected to be drastically different from the current 1.76 percent. Given this, mismatch of a huge proportion is expected in the coming years between the expectation of the armed forces and what the government could actually provide to meet such expectations.

NEW DELHI — Negotiations over the multibillion dollar deal to sell 126 Dassault Rafale jets to India have stalled, according to Indian Defence Ministry sources, who say the sticking point involves issues governing license-production of the jets at state-owned Hindustan Aeronautics Ltd. (HAL).

HAL in turn has shifted the onus of providing guarantees to Dassault, which initially refused before agreeing to help HAL adhere to the delivery schedule.
However, HAL has failed to take responsibility and guarantee the work of its sub vendors, which includes state-owned companies, including Bharat Electronics Ltd. (BEL), which would supply auxiliary systems, the Air Force sources said.
At the same time, the framework governing work share has not been finalized because the Indian side wants a greater percentage of subsystems and auxiliary work in the license production deal. The French say HAL will need to absorb Western technologies, so the work share can increase only as the license production progresses, MoD sources said.

Rafael scores pod mega-deal

the company’s Litening G4 had been selected last year following an IAF call for tenders for 164 pods to equip its entire fleet of fighter-bombers.
Deliveries under this huge order (the largest ever recorded outside the US, according to Rafael) are expected to get under way by the end of this year. When completed, they will bring the total number of Litening pods in IAF service to approximately 220.
The official indicated that the IAF plans to fit the new Litening G4 to its Jaguars, MiG-27s, Su-30MKIs and Mirage 2000s, the latter having been equipped several years ago with the earlier-generation Litening. This seems to extinguish any IAF prospects for Thales and its Damocles pod. Rafael also says it has had “several preliminary discussions with Dassault” concerning a possible integration of Litening on the Rafale.
