However, when the Su-25s were used to attack targets in cities (such as Lugansk, Slavyansk and Kramatorsk) they inflicted a significant amount of collateral damage and killed a number of civilians because they employed S-8 rockets – an area saturation weapon. This was precisely what happened on 2 June during the now notorious attack on the municipal government building in the city of Lugansk, which was used as the headquarters of the self-proclaimed People’s Lugansk Republic. No fewer than eight S-8s are reported to have hit a park just in front of the building, killing seven civilians and wounding 28, while the target itself remained intact.

On 28 June the UkAF ‘Frogfoot’ force was used in an unusual way in the combat zone – to deliver emergency supplies to Ukrainian airborne troops defending the besieged airfield at Kramatorsk and other locations in Donetsk. Several Su-25s were spotted performing this task, flying at medium altitude and reportedly dropping containers of food and medicines, which descended beneath parachutes. These containers, carried on the underwing pylons, were probably converted bodies of 250 kg illumination bombs. The vast majority of the drops failed to reach their intended targets, however, due to strong winds. The supplies were subsequently seized by the separatists.
