Hungary plans to procure transport aircraft under the 10-year Zrinyi 2026 procurement programme. The first step of a two-phase plan unveiled by Lieutenant General Tibor Benko, the Hungarian Armed Forces Chief of General Staff, in the pro-government Magyar Idok daily in September is to be completed this year. It involves the acquisition of three second-hand multipurpose – troop transport and medical evacuation (medevac) – transport aircraft to be commissioned next year.
The second step comprises procurement of heavier air transport assets capable of hauling heavy equipment and containers, but there is no schedule for the procurement.
According to media reports, the first step of the procurement involves three smaller aircraft, most probably turboprops, and the second step three bigger jet transports.

Russian Helicopters holding has carried out a full-scale modernization of the legendary eight
This year a landmark event in the aviation industry of Russia happened - Russian Helicopters Holding announced the launch of the production of the multipurpose Mi-171A2 helicopter. A new machine is a modernized version of Mi-8/17 model. The developers have included about a hundred improvements and technological solutions.

In 2009, Russian Helicopters launched a program of a full-scale modernization of the eight. The first implemented project was the creation of a certified civilian helicopter aimed at the passengers and cargo transportation.
As early as in 2014, the holding began flight tests of the first prototype of Mi-171A2. The machines successfully passed all autonomous plant and certification flight tests during 2014-2017, and this August the Federal Air Transport Agency (Rosaviatsia) issued to the Moscow Helicopter Plant named after A.Ya. Mil the reissued certificate of the type of Mi-171A helicopter, which includes a new model - Mi-171A2.
In total, Rosaviatsia has certified dozens of changes to the standard design of the helicopter. The main changes include, among others, the increase in the take-off mass of the helicopter to 13 tons in category A.
The integrated flight control and navigation complex for the development of RETC enabled the crew to be reduced from three to two. The modern avionics complex also expanded the scope of the helicopter: Mi-171A2 can be successfully used in high altitude, extreme temperatures and high humidity, day and night, in simple and difficult weather conditions.
The newest Mi-171A2 also received a powerful power unit - the machine is equipped with a VK-2500PS-03 gas turbine engine with a digital control system. Compared with the previous versions of Mi-8/17 helicopters, the carrier system has been improved. The carrier and X-shaped steering screws of Mi-171A2 are made of composite materials. This allowed to reduce the total weight of the system and to increase the propeller thrust by 700 kg. In addition, cruising and maximum speed increased by 20%, and the range of flight increased to 800 km.

Eighty per cent of the French fleet is operational in the battle zones of west Africa, Iraq and the Middle East, according to official figures, but in bases in France the figure plummets to 30 per cent.
The overall figure for aircraft ready to fly is now 44 per cent, down from 55 per cent in 2000.
On average, just one Caracal - a long-range tactical transport helicopter - in four is ready for action, while just one or two A400M turboprop transport planes out of a total of twelve are ready to take to the air.
The Rafale, which is seen as one of the best multi-purpose fighter jets in the world, scores a respectable 49 per cent availability.
But the figures for a range of other aircraft are disastrous: 22 per cent for the C-130 transport plane, 25 per cent for the Tiger attack and reconnaissance helicopter, and 26 per cent for the Lynx helicopter.
“The consequences of this are that (flight) teams train less … and the cost of an hour of flight time has gone up,” Ms Parly said.
An hour of flight time for a Caracal, for example, rose from €19,000 in 2012 to €34,000 in 2016.
“This situation is no longer tenable, and I have therefore made it a personal priority,” said the minister.

The aim is to avoid the case of the Tiger helicopter, whose maintenance is currently split between so many different firms or military offices that it requires more than 30 separate contracts.

USAF details scope and schedule for B-52 re-engining

A new US Air Force document released last week outlines the details, timeline and likely competitors for a plan to acquire at least 608 new turbofan engines to replace the eight Pratt & Whitney TF33s on each of 76 Boeing B-52H bombers in the US Air Force fleet.
The air force’s sustainment office for the 17,000lb-thrust TF33 decided last June that the 60-year-old powerplants are not sustainable beyond 2030, due to age, parts obsolescence and a diminishing supplier base, the document says.

A notional schedule using the two-stage bidding process indicates the full programme will take 17 years to complete. So far, the USAF has only been awarded seed money in Fiscal 2018 to lock-in the acquisition strategy and release a request for proposals to industry. If the USAF selects a two-stage bidding process, the initial operational capability for the B-52H re-engining would be set for Fiscal 2029, with full operational capability declared five years later.

In addition, this modification also provides for Lot 9 segregable efforts consisting of unknown obsolescence, class I change assessments, and obsolescence monitoring. Work will be performed in Seattle, Washington (82.6 percent); Baltimore, Maryland (2.6 percent); Greenlawn, New York (2.4 percent); Cambridge, United Kingdom (1.6 percent); North Amityville, New York (0.9 percent); Rockford, Illinois (0.7 percent); Rancho Santa Margarita, California (0.6 percent); Dickinson, North Dakota (0.6 percent); and various locations in the U.S. (8 percent), and is expected to be completed in December 2020. Fiscal 2018 aircraft procurement (Navy); and foreign military sales (FMS) funds in the amount of $1,232,654,575 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract combines purchase for the Navy ($858,242,867; 69.7 percent); and FMS partners ($374,411,708; 30.3 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
